The Health Protection Agency: protecting the nation’s health.

The Health Protection Agency (HPA) is an independent body that protects the health and well-being of everyone in England and Wales. The Agency plays a critical role in protecting people from infectious diseases and in preventing harm when hazards involving chemicals, poisons or radiation occur. We also prepare for new and emerging threats, such as a bio-terrorist attack or a virulent new strain of pathogen.

The Centre for Emergency Preparedness and Response is an internationally renowned centre of excellence for expertise, reference and research, surveillance and epidemiology in relation to micro-organisms that affect human health. The purpose built centre is well equipped and staffed and provides excellent Library, Occupational Health and Refectory facilities. There is also a Nursery on site.

The Engineering and Capital Works Department is responsible for the engineering maintenance, facilities services and capital works projects to the site. The Capital Works unit establishes a programme of capital expenditure identifying projects over a 5 year rolling programme in order to meet CEPR’s business objectives. The unit implements all capital works from inception to completion to time, cost and quality parameters and provides assurance to senior management that expenditure is controlled to meet allocated budgets and that completed works meet all safety, and environmental regulatory standards. Annual expenditure is in the range of £10m to £15m.

The Capital Works Manager, reporting to the Head of Engineering and Capital Works, will be required to develop, control and implement the Capital Works Programme. This is a prominent role within the organisation and requires a focused professional to deliver a key service to the business. Responsibility will include for the delivery of single and multi stranded projects to ensure completions to time, cost and quality and regulatory compliance and commissioning of external consultants and specialist Project Managers to deliver the range of complex research/pharmaceutical and non-complex building projects. The job holder will be required to provide specialist expert opinion and advice to Directors, Senior Management, and Internal Customers as well as interacting with your counterparts on other sites. You will need sound experience and confidence in delivering projects in a highly regulatory environment.

Due to the nature of the projects undertaken on site, you will need to have a background and understanding of processing, research or pharmaceutical related industry.
